The method of wave packets is used to obtain a differential equation for determining the amplitude of the C(L,R) states of Dirac neutrinos with fixed spirality and electromagnetic dipole moments in an arbitrary magnetic field. The reversible nu sub L to nu sub R transitions are investigated; conditions under which nu sub L to nu sub R transitions occur for neutrinos from supernovae and neutron stars are examined.
