An algorithm is presented for the Newtonian attraction which the tidal bulge of the solid earth exerts on artificial earth satellites. The lunar component of the tide, as well as that caused by the sun, are considered. The tidal properties are assumed to be latitudinally variable, which is expressed by Love coefficients which are zonal harmonic expansions of latitude. There is a provision to allow for tidal lag. The latter manifests itself as a time delay in the response of the tidal mass redistribution to the tidal stress field. Its origin are the elasticity and plasticity of the earth and the inertia of the masses involved.
