Considering the perturbative forces of the nine major planets on the flare regions, a dynamical model for the tidal forces on the solar surface is proposed. Calculations indicate that 75 out of the 100 arbitrarily selected large flare occurred within 3 days before or after the local tidal force maximum. The results demonstrate that perturbations of the major planets are an important factor affecting solar activity. The origin of solar activity could be linked with the global dynamical behavior of the solar system.
