There is a remarkable correlation between the local cosmic ray intensity
inferred from gamma ray measurements out of the galactic Plane and the
soft X-ray intensity (E_X_<240eV). An interpretation is given in
which the cosmic ray intensity is higher in parts of the local `bubble'
than elsewhere.
