An analysis is made of the propagation characteristics of slow extraordinary waves in the range between local plasma frequency and upper hydrid frequency in the resonance layer of the ionosphere. Trajectories of scattered waves in the magnetic meridian plane are analyzed numerically with allowance for the collisional absorption mechanism. Predicted propagation times and characteristic frequencies are found to agree quantitatively with Cosmos-1809 data, confirming the possibility of the direct observation of the transformation of an ordinary wave into the z-mode during scattering by small-scale irregularities.
