Missions are described to characterize near-earth objects (NEOs) and their trajectories to assess their use as resources and their threat of colliding with the earth. A total of 10-20 missions costing 50-100 million dollars are proposed in which small spacecraft are launched via Pegasus with a near-IR/visible camera to characterize the surface and composition of the NEOs. Another scenario is advanced in which small 'smart' spacecraft with sensor payloads study NEO parameters.
