Available data on the observed transition between planetary and small solar system bodies are reviewed. It is shown that the limits of this transition are determined by the fundamental strength of the matter of small bodies. The quantitative theory of this transition is examined, and results agree well with experimental and observational data. Strict limits for yield stress values of materials of icy small bodies with low temperatures were obtained. Values of the critical mass of these small bodies were also obtained.
