The relationship between short-term disturbances of the F2-layer and magnetic activity is investigated on the basis of Kiev vertical-sounding data for 1974-1976 and 1984-1986. The development of G conditions, connected with the intensification of magnetic activity, appears to be related to processed associated with the formation of negative ionospheric disturbances. The most short-term of the G conditions (tau much less than 1 hour), appearing on magnetically quiet days, might be due to the defocusing of radio waves by large-scale irregularities.
