The considered investigation is concerned with the application of a new incoherent scatter technique which is capable of attaining a frequency resolution in f(0)F(2) of better than a kHz within a second. Small fluctuations in the peak density of the F region have been measured at Arecibo, with frequency and time resolutions which were better than in any observations made before. The time variation of f(0)F(2) near noon on June 23, 1978, is shown in a graph. A closer examination of the values reveals very short amplitude and short period fluctuations. Various sources of the short period oscillations are investigated. Neutral wind fluctuations along the magnetic field with a time period larger than 1 s will be strongly coupled to fluctuations in ionizations.
