Seasonal variations of electron density (approximated by annual and semiannual harmonics) in the midlatitude D-region are analyzed on the basis of Volgograd rocket data. A statistical analysis is presented, and the evolution of the variations is investigated with allowance for meteorological conditions. It is suggested that the winter anomaly of the D-region is determined by both circulation (the primary factor) and temperature. The temperature conditions can play a significant role if favorable circulation conditions (a westward transport) arise.
