Fluxes of quasitrapped protons with Ep approx. equal to 1 MeV are recorded on the Interkosmos-5 earth satellite at low altitudes in the region of L approx. equal to 3-3.5 in periods of the recovery phase of magnetic storms. The observed fluxes are explained by the scattering of protons of the radiation belt on the whistler mode of VLF radiation. The scattering mechanism is analyzed for quiet and magnetically disturbed times. The energies of protons interacting with the whistler mode of VLF radiation are given as a function of L. The scattering efficiency is compared with that for scattering due to other mechanisms.
