The effect of an ensemble of general axisymmetric scatterers on acoustic waves in a stratified atmosphere is analyzed without using the WKB approximation. A dispersion relation valid for small filling factors is obtained. The properties of this dispersion relation are studied for scattering from density inhomogeneities in a two-layer model atmosphere. It is found that increased stratification tends to decrease the frequency perturbation induced by a population of cylindrical inhomogeneities.
