We perform a scaling analysis to the Vlasov equation which describes gravitational clustering, and we derive a formula comparing the amplitudes of the galaxy and cluster correlation functions. It is found that the observed discrepancy between the galaxy and cluster correlations and the scaling relations of the cluster correlations may be explained by our model.
