We obtain scales of minimal complexity in $K(\mathbb{R})$ using a Levy
hierarchy and a fine structure theory for $K(\mathbb{R})$; that is, we identify
precisely those levels of the Levy hierarchy for $K(\mathbb{R})$ which possess
the scale property.
