Two scale-free models of elliptical galaxies are presented to investigate the possible form of the velocity distribution function of slowly rotating oblate models and the minimum angular momentum necessary. Both axisymmetric models have velocity ellipsoids locally aligned with the coordinate axes and are constructed using a self-consistent field approach developed by Schwarzschild (1979). The velocity anisotropy is most pronounced in the slowly rotating model, in which the observed velocity dispersion is position dependent, small near the equatorial plane and larger near the symmetry axis. The more rapidly rotating model also exhibits a dependence of dispersion on position, but in the opposite sense.
