One of the major challenges in the certification of cargo is to ensure that equipment to be transported to the International Space Station (ISS) is safe during its transport, transfer, and storage onboard the ISS complex as well as its use on the station. For future missions to the ISS, the increase of the number of countries providing cargo for transport and utility on the ISS presents a unique challenge; that of ensuring the safety, from a human/station perspective, for processes which may be outside the experience base developed by the American and Russian partners. The control of hazards associated with transportation of cargo on International Partners' transport vehicles and operation on those vehicles or on the International Space Station is essential to assure the safety of the vehicles, the station and the crew. NASA has a wealth of experience with certifying the safety of NASA cargo for the Shuttle and ISS, and US and Russian logistics cargo and experiments for the Shuttle, Progress and Soyuz vehicles and the Mir Space Station. A process has been evolved which uses this experience as a basis for simplifying the Safety Certification process for International Partners' cargos transported to and operating on the ISS while assuring that all pertinent hazards have been addressed. The background of the NASA and of the US/Russian Safety Certification processes, and the ongoing evolution of the process to include other International Partners' cargos are examined.
