We propose the S-band Polarization All Sky Survey (S-PASS) to survey the southern sky at -87deg < Dec < 0deg, in polarization, at a frequency of 2.3 GHz. We expect to carry out a full characterization of the synchrotron polarized emission for advancement of studies in the field of CMB cosmology and Galactic magnetism. WMAP results show that CMB polarization is severely contaminated by the synchrotron emission, making a careful determination of this astrophysical foreground mandatory to subtract it from CMB observations. The proposed survey will enable a precise estimate of this contaminant, improving the limit with which CMB can measure cosmic inflation parameters. S-PASS will provide an invaluable resource for magnetic field structure in the Galactic disk, halo, and their transition, giving us a first detailed look at the role of the magnetic field in these areas and at its evolution from the plane into the halo. Here we present the complete proposal and ask time for the first term.
