A sample of shell and nonshell B0e-B5e stars with weak and strong emission, and shell and nonshell B6e-B9e stars with weak emission, are studied to seek a correlation between the rotational velocity of Be stars and the emissive strength. These results and the distributions of V sin i indicate that the hottest Be stars, B0e-B5e, with rotational velocities of about 345 km/s can develop the characteristics of strong emission. For stars which are slightly less hot, or stars with slightly smaller rotational velocities, only characteristics of weak emission can be developed, and the shell characteristics only develop when the star is viewed at a greater-than-33-deg inclination to the pole. It is also noted that stars with large rotational velocities, the strong-emission B0e-B5e and weak-emission B6e-B9e stars, can show metallic shell characteristics when seen near the equatorial plane.
