From observations, the average rotational temperature of CO+ in PDR's is inferred to be on the order of 10-30 K. This is much cooler than the translational temperature of the surrounding gas, which is usually a few hundred kelvin, while the average translational energy of CO+ has been inferred to be 0.25 eV. We investigate this by quantum dynamically calculating the rates for rotational transitions of CO+ on collision with atomic hydrogen.
