Computational and experimental study of radar based measurements of refractive index structure constant is carried out and compared with small-scale vertical wind velocities. Effective windowing is done to study the dynamics of the bottom of the E-region ionosphere during sunrise and sunset terminator over the Indian equatorial region with the aid of an M.F. Radar located at Tirunelveli (8.7 Deg. N, 77.8 Deg.E. 0.3 Deg N Magnetic dip).During this exercise we are able to account the diurnal variations of zonal, meridianal and vertical wind velocities. It is noted that in the equatorial region during the sunset terminator, the pressure gradient in the neutral air produces zonal wind eastward. It is also observed that, horizontal winds have large amplitude pattern and have lower contribution while the strength of turbulence within the beam (theoretically designed window) showed increase with the presence of small-scale vertical winds espicially during the pre-reversal enhancement period.
