The author suggests that pulsars originate with a stellar collapse whose
time scale is determined by the electromagnetic removal of angular
momentum. This may explain why binary pulsars generally have weak
magnetic fields and leads to the expectation of a large number of
binaries among very fast, weakly magnetized neutron stars.
