The influence of cold uncoupled massive particles ("inos") on the cosmic background radiation is considered. Particular emphasis is given to the physical origin of its fluctuations during recombination. The role of the baryonic component is stressed. Through a complete calculation, using both analytical and numerical arguments, the authors show that the temperature fluctuations are roughly proportional to the baryonic density. Comparison with observational data leads to constraints on the parameters of the Universe.
