We propose to image 18 galaxy clusters in the REXCESS substructure survey. These clusters have high-quality XMM data and were selected to uniformly sample a wide range of cluster luminosities and avoid morphological bias, something that has plagued recent cluster substructure research. This proposal is designed to study the effect substructure plays on cluster scaling relations. These cluster scaling relations play a vital role in both cosmological research and astrophysical research. Understanding the role of substructure in clusters has become a significant hurdle when conducting precision cluster science. The MOSAIC multi-band ground-based imaging will provide galaxy photo-zs and cluster color-magnitude relations for these REXCESS clusters. In turn, we will define cluster membership and substructure. We will measure both the cluster properties (e.g., total optical luminosity, total stellar mass, AGN/starburst content) and the galaxy properties (e.g., luminosities, morphologies and colors). We will then combine the optical and X-ray data (which includes high quality X-ray brightnesses, temperatures, and morphologies), to perform a joint optical/X-ray cluster substructure study.
