The three-dimensional velocities of the Magellanic Clouds, from proper motion measurements using HST and a sample of background QSOs (Kallivayalil et al. 2006a,b), are 100 km/s higher than those used in past theoretical modeling of the Magellanic Stream (MS) and, for the LMC, now approach the escape velocity of the Milky Way (MW; Besla et al. 2007). It is prudent to revisit the role of torques on the LMC orbit prior to its entering the MW virial radius given these new proper motions as well as a new determination of the M31 transverse velocity vector (van der Marel & Guhathakurta 2007). We study the dynamics of the Clouds in a simple model for the Local Group (LG) whose mass is constrained in the following ways: using the timing argument/two-body limit of the action principle, and via an analytic approximation to the Cox & Loeb (2007) model which accounts for LG mass outside MW and M31. The main conclusion is that the M31 tide has little effect on the motions of the Clouds and does not alleviate the need for a reassessment of the formation mechanism of the MS.
