We present new measures of the dynamics of disk galaxies and the Tully-Fisher relation to z 1.7, uncovering the nature of disk assembly over two-thirds the age of the universe. Using deep exposures from the DEIMOS and LRIS spectrographs on the Keck telescopes, as well as multi-band HST ACS imaging, we present modeled rotation curves for 170 galaxies. Contrary to previous studies, we show that the stellar mass Tully-Fisher relation is tightly in place at z 1 with similar scatter to that found locally. Furthermore, we discuss evidence that there is no substantial change in this relation beyond z 1 to z 1.7. We explore the implications of a universe that largely obeys the local stellar mass Tully-Fisher relation over two-thirds of its age.
