Data from land-based, sea-based, airborne, and space measurements of cosmic-ray-produced neutron fluxes are compiled and analyzed statistically to determine the differential response function of the monitors. The mathematical basis of the analysis method is examined in detail, and the results are presented in extensive tables and graphs. Also obtained (by decomposition of the response function) are the unmodulated energy spectrum of Galactic cosmic rays, the modulation function for cosmic rays in the solar system, and the neutron yield function for the atmosphere. Good agreement with theoretical computations is demonstrated.
