A collective mode of oscillation established by a stellar system is shown to be destabilized by resonant interaction between different populations of stars in the system. The present theory is demonstrated by considering four dynamical instabilities, two in spherical stellar systems with all the stars on near-circular orbits and their two counterparts in flat rotating disks. Local WKB dispersion relations are derived. The existence of a spectrum of discrete normal modes in rotating disks is proved. Numerical simulation results support the theoretical conclusions.
