Pulsar is a neutron star with stable and short rotation period, which is free from the risk of being destroyed by human, so it can be used as the absolute timing criterion. In this paper, a new pulsar-based timing method which adopts the Kalman Filter is proposed. Taking the sun-geosynchronous orbit for example, the clock control by using Kalman Filter and the effect of position errors and the measurement accuracy of time-of-arrival (TOA) of pulses on timing accuracy are simulated. The results show that the clock error could be corrected and controlled in this method and the precision problem is well solved when the space vehicle is equipped with the common clock.
