Meteor-satellite data on events recorded in the 21st cycle of solar activity are used to investigate the relationship between integral values of solar radio burst fluxes at frequencies of 9100 and 2950 MHz and the total intensity of proton fluxes with energy exceeding 5 MeV. It is shown that proton fluxes in this energy range are characterized by a separation of events into two groups in terms of the energy and spectral characteristics of solar bursts: events associated with a U-shaped burst spectrum and events associated with a W-shaped burst spectrum. The decimeter maximum of these bursts may indicate that flare-accelerated electrons are radiated in magnetic traps.
