A joint analysis of the cosmic-ray scintillation index, solar-wind
parameters, and geomagnetic-activity indices is presented. It is
suggested that an oscillatory regime of solar-wind turbulence with a
period of 2-4 days appears prior to a catastrophic process in the
heliospheric plasma.
