In this paper some aspects of the relation between gas and dust in the nearby interstellar medium, noted by Heiles (1976), are interpreted on universal abundance grounds. It is found that the latitude dependence of the relation between galaxy counts and atomic hydrogen column density can be reproduced by an elongated cloud where dust is related only to molecular hydrogen. The cloud is aligned with the Taurus and Rho Ophiuchus clouds, is mainly composed of molecular hydrogen with a density of about 15 mol/cu cm, and has a photographic absorption varying from 0.3 to 9 mag. Finally, it is shown how gamma-ray data could provide a good observational test of the existence of this cloud.
