This paper presents a rigorous treatment of the refractive scintillation
caused by a two-component (thin screen plus continuum) interstellar
medium. It is shown that the power-law index p in the structure function
varies continuously from 1 to 2 as the scattering varies from being
screen-dominated to being continuum-dominated.
