A detailed comparison is made between the theory of refractive interstellar scintillations and observations of low-frequency variability of 11 extragalactic radio sources. It is shown how detailed source structural information can be incorporated in the determination of scintillation indices and variability timescales. The current status of low-frequency variability as a refractive scintillation phenomenon is assessed, and it is concluded that variability properties for the majority of the studies sources are consistent with wave propagation through interstellar medium of known turbulence properties. The utility of refractive scintillation of extragalactic radio sources for studying plasma turbulence in the interstellar medium is assessed. Analysis of low-frequency VLBI observations and flux density monitoring provides a technique which is complementary to measurements of diffractive angular broadening. Refractive scintillations of extragalactic sources are sensitive to density irregularities on much larger spatial scales than those responsible for diffractive scintillation phenomena.
