The paper considers a new system of secondary reference sources intended for flux calibration and for the determination of antenna parameters using radio-astronomy methods involving the real-time measurements of the absolute intensity of discrete sources in the 25 MHz to 100 GHz range. The system allows matching of the scales of absolute values of fluxes observed in the northern and southern hemispheres. Attention is given to the spectra of sources taken as primary standards and the shortcomings of existing intensity-scales are discussed.
