A general framework is presented which makes it possible to estimate the probability that a resonance will capture particles. This framework applies to migrating planetary systems and resonance trapping of dust particles via dissipative forces. We cover the non-adiabatic limit and resonances which are chaotic due to overlap of subterms. We show which resonances are likely to capture particles as a function of planet eccentricity, mass, resonance order and drift rate.
