In order to gain a more detailed mapping of the relative distribution of luminous and non--luminous matter in the local universe, I--band CCD images and HI 21 cm line profiles have been obtained for a sample of over 1800 inclined Sbc--Sc galaxies north of declination --42(deg) with cz < 7500 kms(-1) . Distance--dependent angular diameter selection criteria were applied in defining the sample, in the sense that the minimum diameter allowed for a sample galaxy decreases with increasing distance. This has the effect of keeping the population of galaxies sampled in each redshift shell of constant thickness relatively uniform over the entire velocity range surveyed. Particular attention has been paid to the uniformity of the data reduction procedures and the accurate estimation of the photometric and velocity--width errors. The HI line width measurements employ a new algorithm developed specifically to optimize the measurement for Tully--Fisher applications. This algorithm was used to remeasure all existing data by applying it to HI profiles which were subjected to far less smoothing than has traditionally been employed. Final reduction includes the derivation of various photometric parameters such as ellipticity, scale length, isophotal radii and total magnitudes, as well as recessional velocity and velocity width. Characteristics of the sample are discussed in detail, including possible selection biases, data reduction procedures and quality of the photometry. We also discuss how this sample combines with pre--existing ones to provide a uniform all--sky coverage.
