The discussions and recommendations from the group meeting on galactic cosmic rays (less than 1 TeV/nucleon), part of the workshop on 'The NASA Cosmic Ray Program for the 1990's and Beyond', are presented. Attention is focused on the importance of continued laboratory investigations, particularly cross section measurements at the Bevalac, and continued support for a strong ballooning program. The broad science goals addressed are: to study the origin and evolution of galactic matter, and to investigate acceleration, transport, and time scales of galactic cosmic rays.
