A method of realizing an inertial coordinate system using the charge-coupled device (CCD) measurement technique is described. The overlapping exposure method of determining the relative positions of galaxies with respect to reference stars is discussed, and results of the experimental observations made on the 1-m telescope of the Yunnan Observatory with a CCD camera are reported. Finally, the proposed method is compared with the traditional photographic method that uses the glass plate or paper plate as the receiving material. It is concluded that the fundamental coordinate system may be transitted into the inertial one with greater accuracy using the CCD measurement technique.
