Because the radio sky is relatively unexplored for transient events, the potential for large scale surveys sensitive to time-variable phenomena is high. This has been demonstrated by the recent discoveries of several new sources of short timescale (< 1 s) radio transients. We describe these new objects, focusing in particular on two classes of objects, the Rotating Radio Transients (RRATs) and Millisecond Extragalactic Radio Bursts (MERBs). The RRATs are a new class of neutron star which are only detectable through their individual radio bursts. These, and other newly recognized classes of neutron stars such as intermittent pulsars, have revolutionized our view of radio pulsar emission mechanisms and neutron star populations. We will also discuss MERBs, the first of which has recently been detected, with an estimated distance of 500 Mpc. We expect a large detectable population of these cosmological events which will provide an insightful probe of explosive, energetic events and the intervening intergalactic medium. We then discuss the vital role of Arecibo in searches for these and other transient phenomena. Ongoing surveys for radio transients with the Arecibo L-band Feed Array will be described and several new discoveries from these surveys will be discussed. Finally, we highlight Arecibo's crucial role for discovery of known and new classes of radio transients, and discuss its mission as a pathfinder for future all-sky transient surveys with the SKA and SKA demonstrators.
