The radio spectra of nonuniform synchrotron sources with spherical symmetry are discussed. It is suggested that type-C radio spectra (the existence of a turnover in low-frequency region) can be produced because of the nonuniformity of the sources, even though the sources themselves are optically thin and their internal absorption can be neglected completely. This nonuniformity makes it possible to interpret two observational facts: numerous sources have a type-C radio spectrum and their angular diameters decrease with increasing frequencies, although the sources are not compact.
