The possible effects of radiation pressure by trapped photons in optically thick pregalactic or intergalactic clouds are examined. While the radiation pressure is negligible in protogalaxies which emerge from hierarchical clustering scenarios as in the cold dark matter scenario, it could suppress galaxy formation near QSOs in high-density 'pancakes'. This could provide the local antibiasing mechanism necessary in the neutrino scenario. The possible role of radiation pressure in the intervening absorption systems which are observed along lines of sight to QSOs is discussed. Such pressure may be the crucial mechanism which distinguishes between the low neutral column density, metal-poor clouds and the high column density, metal-rich clouds.
