A model of AGNs based on accretion disks around 10 exp 8 M(solar) black holes is presented. This model, developed to explain the X-ray background, is based upon a strong magnetic field in the disk, which forms loops above the disk in which B is about 200 G, where shock waves initiated by magnetic reconnection accelerate electrons to relativistic energies. The electrons emit synchrotron and inverse Compton radiation. The spectrum calculated for the range 10 exp -6 keV to 10 exp 4 keV is presented.
