The Type III radio burst-associated region of plasma turbulence which lags behind the leading edge of the electron stream and which was observed experimentally near the orbit of the earth can be explained in terms of a quasi-linear relaxation model. The absence of correlation between the radio burst onset and the beginning of plasma wave excitation can be treated in light of the simple interpretation proposed by Zaitsev (1977). The observed delay of the plasma turbulence region from the faster particles of the exciting stream may be associated with deceleration of part of the high energy electrons, due to a weak velocity non-one-dimensionality of the stream propagation.
