The use of the QUASAT VLBI satellite to study the refractive effects of the interstellar medium (ISM), the intracluster medium (ICM), and the intergalactic medium (IGM) is discussed. These effects are related to the study of multiply-imaged quasars subjected to gravitational lensing, since refractive effects are imposed by intervening matter along the ray paths from the original objects. The methods of VLBI are relevant since the effects are primarily manifest on the milliarcsec angular scale and finer. Studies with QUASAT will open areas of study of the ISM, ICM, and IGM themselves, with implications for matter distribution on galactic scales and larger. The studies are linked to problems of active and galactic nuclei, and active stars such as X-ray binaries and SS433 objects.
