It is demonstrated that while quantum fluctuations near a black-hole singularity that is embedded in an external field are independent of the field in the case of its being magnetic, they are not independent in the case of a gravitational field. The basis of the operator formalism is the quantization of the conformal degree of freedom for a classical black-hole metric; this process of quantization leaves the fundamental causal structure of the underlying space-time invariant.
