In this paper, the Hartle-Hawking proposal for the boundary conditions of the Universe is extended to 10-dimensional Einstein-Kalb-Ramond theory. The minisuperspace wave function is calculated and found in the classical limit to correspond to a superposition of classical solutions in which six of the dimensions remain small while the other four behave like an inflationary universe.
