Excitation energies, oscillator strengths, and transition probabilities for quadrupolar excitations up to principal quantum number n = 6 have been calculated for the astrophysically important open-shell ions C, N+, O2+, N, O+, and O from their respective ground states using the time-dependent linear response theory. Dynamic quadrupolar polarizabilities have been evaluated over a range of frequencies and analytic representations of the quadruply excited Rydberg states are obtained, and their quantum defects are estimated. Most of the data are new, and the results compare favorably with the existing data, wherever available.
