The zero-frequency limit of the spectrum of a stochastic background of gravitational waves is discussed. The influence of the low-frequency end of the background spectrum on the timing noise of pulsars can be described in terms of an effective random walk of the pulsar along the earth-pulsar direction. The possibility of observing this random walk in pulsar timing residuals is briefly explored.
