A newly born pulsar brougth to gravitational equilibrium in the state of permanent magnetization of neutron matter can undergo non-radial torsional pulsations resulting in periodic oscillating, with the same frequency, electric field that rip off charged particles in the surrounding space. The expected effect is long-periodic (30-50 second) modulation of radio emission caused by periodic changes in the beam direction due to fluctuations of magnetic field lines in the neutron star magnetosphere.
