Results are reported for measurements of proton fluxes with energies between 70 and 500 keV which were made with a proportional counter on board Cosmos 484. It is shown that such protons were detected in the low-L region (maximum L of 1.25) between 17 and 5 hrs local magnetic time, but none were detected between 5 and 17 hrs, including in the area of the South Atlantic anomaly. A comparison with results of other satellite measurements indicates that there are areas between zones of proton effusion near the equator and at midlatitudes where no such fluxes are observed. It is suggested that a local mechanism of proton acceleration exists, and it is shown that local electric fields in the ionosphere must be taken into account when considering questions of this type.
